I belive as long as it still reflects light,and all bulbs can shine through,it is legal.I have had mine done for about a year or more,and never had a problem here in Cali,and trust me when I say they mess with you for everything.

 

Look up the laws for Utah, probably just needs to shine with a certain number of lumens. As long as you dont tint it black so they basically dont work anymore, you should be ok.

 

as long as the red reflector portion of the lens is visible, it should not be a problem.
