a/c belt/ alternator belt tension

a/c belt/ alternator belt tension
it says you have to be able to turn it 1/2 around, im not sure what this means, does this mean you can turn it 1/2 till you can almost see the "toothed" side or 1/2 to where you can see all the teeth (1/2 till you can see the smooth side)
