H23 vs. H23a1
H23A is a VTEC motor and the H23A1 is the USDM Si model. Would the tranny bold up? Yes. The gearing would be off though, Basically it would be just like bolting up an H23A1 tranny to a H22A, It would fit and work...But the gearing is a bit longer on the H23A1 tranny.
If I am wrong about anything please correct me. But to my best knowledge that is a correct explanation of the two.

well, an H23A Vtec with a Si transsmision would be quite interesting, with the lower redline etc... and would probably get better results than the Si transmision with an H22, but the shorter ratios always come out better
off the tangent; H23A is an OBD-II, 55mm crank journal motor 10.0:1 with 200ps
H23A1 is OBD-I, 50mm 9.8:1 w/ 162Hp
any H or F series transmission will bolt up to this motor
