Are you refering to pads, rotors, calipers, or brake lines?

You dn't have to bleed for pads or rotors. It's a good idea to do it when you're down there though, just as precaution/maintenance.

 

if your fluids old and dirty just flush it.

 

If you change or get into the pistons or master brake cylinder, then you must bleed the brake fluid system.
