Default Offset?

Hey H-T...I've been into Hondas for nearly a decade now, but I'm going to ask a Noobish question--could someone explain offset to me and how it relates to your car and the ride height?

I'm looking at getting some 16x7 wheels with a +38 offset for my 00 Si. Thanks for your help!

:sigh:, used the search button and was able to find what I was looking for. Sorry guys, I'm a Noob to forums. (not much of a computer guy.) But at least I'm a quick learning noob! LOL
