Default ABS Fix

I have an 95 Accord and the ABS light comes on. Mechanics says DTC code is #1 (Pump stays on) and the reservoir is empty. He saids I need to reseal or replace the modulator. Reseal is $900 with new accumulator and replace is $1500.

How do I check if he is telling the truth and the price is reasonable?

Is ABS worthy to fix? I used to drive a 91 SE-R and a 96 Civic without ABS and I don't feel any difference. There is no snow in California.

I bought a used OEM abs pump on E-bay install it myself very easy then bled the brakes total cost $95.00 no problems works great.

1995 Accord EX
