Idle to low at running temp!

My ACCORD idle's at between 400-500 rpm and it should idle at 700 rpm.I scanned the computer no codes.New NGK plugs,wires,distributor cap.Do you think its a timing issue,or should I adjust the IAC.Thanks!

yeah it sounds like a IAC problem.....but its only doing it at normal running temp? Does it idle low at start up?
