The ELD is part of your underhood fuse box. I don't believe it is replaceable without replacing the entire fuse box.
Did you look for the rear engine harness rubbing or check the VSS/ALT fuse? I'm almost 100% certain that that is your problem. I went through the exact same thing with my wife's 98 LX.
