Default 03 Accord shift position lights & A/C not cooling

This is my original problem (copied from the last post)

Every now and then the shift position lights on the dash (P,R,D,D3, 2,or 1) don't light up. I have the service manual, and tried the self diagnosis thing, but it doesn't seem to be doing anything. The tranny shifts fine, just the lights don't work all the time. Anyone have experience with this?

Now I have more problems (that were not noticed before) that seem to be associated with the same condition:

When ever the shift position lights aren't working, the A/C does not blow cold air. The A/C is set on Auto Climate Control, and the Auto light will be on and the fan will blow, but the compressor will not cool the air and the recirculate light will not function. If I push the recirculate button it will go right back off when released.

There must be a common thread here. I have been looking through the service manual (Helm) but I am having trouble narrowing it down. Like trying to find a needle in a haystack. Wondering if there is a relay (or something) that has these two seemingly completely different systems in common? Have any of you techs come across this one before?
