RPM problem for ignition timing on H22A ?

RPM problem for ignition timing on H22A ?
I was setting my ignition timing on my H22A and my car idles at 950 - 1k rpm (tryin to figure out why) - does this mean that my timing will still be considerably off? What is the correct rpm for setting ignition timing?
