Default h23, f22b dohc,f23vtec or h22???

i have a f23 non vtec <sohc>and am curious as to which head swap would be worth the power and able to make numbers of 210whp/170wtq

That's a pretty vague question; however those numbers are attainable with your existing motor. Get a 100 shot of nitrous or piece together a turbo kit. The head swap is not going to yeild huge gains unless you are planning on boosting or building the motor. There's a write up on the G23 swaps but you won't see 210 hp and 170 wtq by just slapping on a head.

I'd either do an full H22 swap or boost the f23. There are many benefits/drawbacks to either argument but like I said initially, your question is pretty vague.
