Check the caliper for defects.

E-brake works the rear rotors. Not your problem there.

You should never throw water on a hot *** rotor, good way to warp it .

You check all the lines to make sure there is no leaks.

The pads can not be welded to the rotor. When you move the rotor moves. Pads stay still

I think you have alot to learn about braking systems my good sir.

What has happened is, your rotors have rusted during storage, and the pads are full of rust and other dirt that has accumulated over the storage period. the reason that the pedal goes so far down is because your compressing all that garbage between the pad and rotor, and thats creating the friction. The solution is to either have the brakes services, which would require machining the rotors and sanding the pads. However, the best thing to do is replace the pads and rotors.

As for the e-brake. The cables can also rust inside the cable sleeve and when the rust its incredibly hard to move them. 90% of the time, this requires replacement of the cable. If you have rear disc brakes, you will need to replace the cable. If you have rear drum brakes, you may be able to remove the free it up.

To free the cable from drum brakes, first remove the wheel, pull off the drum and inspect the hardware. Make sure that the springs and retainer pins are excessively rusty. if they are DO NOT spray then with anything other then brake cleaner while they are still installed in on the car. you dont want to accidentally get any kind of oil on the brake shoes or they will be garbage. remove all the hardware and shoes, then lube up the cable end, clean the hardware on a wire wheel, and inspect the wheel cylinder for leaks. Reinstall and replace all necessary hardware, reinstall the drum, adjust the shoes, reinstall the wheel, and your good to go.

The brakes and even the wheels and tires themselves are SCOLDING hot after a short cruise (a few miles).

If I wait until everything cools down and spray with brake cleaner, so you think it will start a fire when it heats back up?

I'm thinking of removing the wheel, soaking everything with brake cleaner and scrubbing with a wire brush... maybe some Coca-Cola?

The piston may also be seized in the caliper so that the brakes never really release, this will heat the brake and wheel in a HURRY! Sounds like you may need to go the whole route to correct the problem, rotors, pads, and calipers. The heat probably didn't do the flexible brake line any good either.

are you serious right now? why the hell would brake cleaner start a fire when you use your brakes. you've obviously never used it, it evaporates extremely quickly, and its not going to cause a fire. You're supposed to spray down your rotor after you touch it to get rid of any oil or whatever else is on it.
