b16 running hot but not overheating, why?????

b16 running hot but not overheating, why?????
my b16 runs hot, it stays at 180 to 190 in temp when im just driving around town, but when i get on it the temp will drop to 140 to 150 in temp, any ideas why, i think its the water pump, i just change the thermostat, thanks
