92 prelude obd1. VSS works about 10% of the time. Will I automatically fail a smog test?

92 prelude obd1. VSS works about 10% of the time. Will I automatically fail a smog test?
Or do they even check it. The Check Engine Light won't turn on in the first 30 min so they won't even see that.
