#3 cylinder - 60psi compression - valves...?

Just assembled motor, noticed a "sputter"...after checking all other BS, I find the #3 cylinder has 60 psi. I added oil and it made no difference...
This would be the valves right? I knew better than to bolt on a used head without sending it to the machinist first..expletive me.

I got it pulled today, out to the shop tomorrow.....damnit. This guys car was supposed to be done today......expletive me again!!!
