installing fogs on a 99-00?

when installing fogs on a stock 99-00 ek front end can you just cut out holes and bolt it on? or do you have to buy a whole new front end that is already made to install the fogs?

gotta cut away on the bumper in order for the housing to fit. A dremel is your friend
