Default tach jumping and engine sputtering after build/swap

i just finished up and installed my all motor ls/v setup in my 93 civic. the engine starts right up with no hesitation, and i have no check engine lights. at about 3k rpm or any more than light throttle the tach is going nuts and the enigine is hesitating and falling on its face. i know i need to get tuned, but my question is does this sound like a tune related problem or a legitamate electrical or ignition problem....i am running a kenji chipped ecu with crome basmap( no knock or iabs)maybe the no knock sensor is whats causing it...any insight ?

Sounds like a short or the ignitor in the distributor is going bad.

i tried switching out the icm(ignitor) with the old one off of my car and it was the same if not worse
