91 Accord electrical problems

So I have been trying to track down a friends electrical gremlin and have had no luck at all in this process. This all started to happen at the same time, immediately following the theft of the radio. The problems are:
Gauge cluster: tach, speedo, coolant, fuel are not operating at all. Using my multimeter, I verified that there is a proper tach signal, the fuel level is accurate, the speedometer checks ok, and the coolant temp is good. I also probed around and was able to trigger the oil pressure circuit, and the low gas circuit.
The radio fuse in the kick panel is good, but there is no power on either female blade at the fuse box inside the car. Every single fuse under the hood is good, every single fuse inside the car is good.
The ciggarette lighter harness near the cup tray has a burnt lead. I traced it as far as I could to no avail. I am nearly positive that these are all tied together somehow to the same curcuit, but I cannot find any fusible links or anything of that nature that I can check and eliminate in my diagnosis.
If someone could help out with diagrams for the radio and cigarette light circuits or point me in a direction I have not yet taken, I would greatly appreciate it.
