h4 head light problem

Default h4 head light problem

i have a 95 civic ex and for the last few days one of my headlights has been very dim but not off. the other one worked fine. so i assumed it was the bulb b/c i had cheap aftermarket blue bulbs. well tonight on my drive home from work i turned my headlight switch on and the brights light on the dash came on. so i flicked the switch to turn off the bright and on the low beams. well the light on the dash stayed on. then i realized i had no headlights at all. so i got out and checked them and both H4 harnesses were burnt and melted. the bulbs were fine and none of the fuses were blown. so whats my problem? too high of bulb wattage? a short somewhere mabye?

my guess would be wattage.
