Default SPrings on wastegate..HELP!

Ok...quick question....I am piecing together my turbo kit and I ran into some confusion as to what that rating for the spring on the wastegate does. I am planning on boosting around 13-15psi....now...which wastegate do I get? I always thought that the spring measured the maximum amount of boost it was capable of holding....yet I have read bits and pieces here and there and that tell me that I can use a 6.5psi wastegate....and still boost to 13-15psi? Some please explain..I dont want to go and buy the wrong thing.

The Tial 35mm has a 7.5lb spring in it, but you can go out and get yourself a TurboXS MBC and increase it to 20psi if you would like.
