First of all, it's not JDM. It's definitely EURO
Second of all, most EDM cars, not just Hondas, utilize this for a safety reason. Just like normal fog lights supposedly help your visibility in front of you, the rear fog light helps people see you from behind better
It's another taillight basically, except much brighter, and comes on with your front fog lights. Specifically, for use in FOG.. or dense snow/rain
If the OP will search, there are several other very similar threads, including a thread that explains the purpose in probably a better way. Somewhere on HT there are some pictures of a car in heavy snow/fog with and without the rear fog light on. In low visibility conditions, it's literally the difference in seeing the car 100ft in front of you, or having no clue it's there.
Most Euro cars had it built into the taillights. Especially EK's. While it looks pretty cool on the white hatches above.. it's neither JDM, EDM, or USDM. It's just a fog light molded into a bumper.

Zoops doesnt know what he is talking about they actually are JDM (do some more reserch before you start typing homie)! They were always an option from Honda Access in Japan just like the Euro models. It was never standard equipment in any country but they were just much more popular in Europe. This is out of a 91 Integra Honda Access catolog...
Mine isnt installed yet but I have one!

Heres my homies rear fog on his EG but I think it doesnt fit his car too well...
