1986 honda accord w/ carb. won't pass smog C.O. at 2000 rpm.

1986 honda accord w/ carb. won't pass smog C.O. at 2000 rpm.
The C.O. was at 2.6 at around 2000 rpm and virtually nothing at idle. H.C.'s are just fine. Gave it a tune up and did not help. Car seems to be running a bit lean. For some reason idle is faster than usual (around 1200 rpm) Anyone have any ideas where to start? thanks a bunch.
