Default bad fuel pump or distributor?

I'm driving my car today, and all of a sudden, the car begins to bog/ sputter. I would try to accelerate and sometimes the car would pick up, other times if would feel like I'm revving in neutral.

The car finally gives out and my fuel needle is at empty. I pour in a gallon of gas and still nothing. I get the car jumped (2 or 3 times), but it seems to misfire everytime, until it just doesnt want to start up again.

My fuel pressure is at a constant 30psi, rather 40.

WOuld this be a bad fuel pump (new walbro 255) or something bad in the distributor (new cap and rotor)??
