200 bucks aint much. I would go with coilovers anyway. springs are a pain after awhile. check out KYB for coilovers. but if u still want just springs eibach is a good brand. If u cant afford it theres always ebay

^^^^ you must not know what your talking about because u can have a great ride with lowering springs and nice shocks.... and how the hell would you get coilovers with $200 unless you mean the sleeved ones which cant even be compared with lowering springs those are just horrible
lowering springs are better than sleeved coilovers u can even search everbody will tell you the same thing.... i have eibach sportlines on my car right now they are great but there too low for you since you have 17 inch wheels i have 15 inch so the eibachs are the perfect drop for me theres barely a difference between the tein s.tech and the eibach sportline drop the sportlines being a tiny bit lower so u wouldnt want the wheels to rub just go with tein s.tech and it will look SICK!! cuz that is the perfect drop for 16 and 17 inch rims and as for the ride the tein s.tech springs are top of the line for lowering springs along with eibach i speak from experience not from my *** for $200 you can get yourself a great pair of lowering springs

H&R
Eibach
Tein if you want a weak drop.
The teins and H&R sports will be okay for stock shocks, much lower and you should consider new shocks.
Illuminas, koni's are my two picks. H&R race might be too aggressive for kyb agx's.

As stated TEIN and H&R sports are fine w/ stock shocks, however IMO you should change your shocks out while you're at it. No reason to go back and change the suspension twice.
Do it right the first time, and be done with it.

This certainly will be an unpleasant ride

unfortunately, eks wheel wells don't expand that much so 17's on a two inch drop may be cuttin it close but u should be ok.as far as price...skunk2 springs go for about 170-180(on some sites) but i'd suggest coilovers.they're cost more but are better in the long run.
i have a set of kyb gr2 shocks with tein s springs for sale.
i had them on my 2000 civic that had 17's and the ride was great - IT NEVER HIT.
shocks have kyb strut mounts and boots.
i can let the whole set up go for $350 shipped.
suspension was used for 3k miles -- barely any use.
the only reason why i swapped them out was because a friend of mine sold me his skunk2 full coilover NIB for a very very very cheap price - he totaled his car before installing them.
PM if your interested

H&R sports on stock shocks is still a good ride IMO.
I've never been happy with any of the tein products. My brother has tein SS and it's nothing to write home about.
