Default school me on brakes

OK, so the civic has horrible brakes.
Pedal goes almost to the floor, it pulls to one side. I assume that the Honda's have a split braking system that splits it to opposite corners of the auto, correct?

A few questions, as I'm gong to tackle the brakes this weekend.

Where's the proportioning valve? I looked in there and saw two things that could be it, one was mounted to the firewall, one was near the master.
How do I reset the proportioning valve?
The car had sat long enought that the brake system was dry when I got it. I've repaired the steel line, and bled the snot out of it, but the valve is still in failure mode.

Replacing the rear wheel cylinder: Where the hell is the adjuster in the drum, I pulled the plug out of the hole on top, but I couldn't find it with the brake spoon. I need to get the drums off so I can inspect them in there, but I'm affraid they've worn a lip, I need to back off the adjust enough to get the drums off.
