Can anyone help explain the license process?

for 9.99 and quicker, NHRASportcompact.com said you need a license. I was just curious on people who have done it, how does the whole process work?

I know they posted up a form, ( http://www.nhra.com/contacts/forms/licenseapp.pdf ) but I was just wanting some more details about it.

I am planning on running SPFWD if it matters.
