Default Crazy Idle Issues

Hello I keep having irratic idling on my 94 swapped ITR. the check engine light is on so I checked the to see what code it was throwing and it was 41 the o2 sensor. Would a bad o2 sensor make my idle go from 1k to 2.5k up and down... if not what eles could it be.

check the throttle body after the car is kool, take a 8mm wrench and take the flap off the back of the throttle body and screw the plastic part clockwise til it stops. Put the 8mm bolts back in and start the car, should be fixed

I don't know what one to take off...I just looked at it and can't tell where the bolt is or which one it is... A picture could help me if possible. otherwire I'll just look better... and do I have to remove my intake to reach it?

Is the Flap you are talking about the black thing on the TB?
