Default importance of plastic

so a clip broke off in my door panel and i took it off. However the plastic almost garbage bag material was half off. Is that plastic important? or can i just rip it off?

As far as I'm aware, it's mainly a vapour/moisture barrier. I would not rip it off, but rather use some new adhesive to secure it back in place.

Get some silicone or some gooey adhesive and glue it back in place.
