i have a prelude 97-01 base

i have an NRG short hub and a NRG quick release version 1.
i currently dont have a horn since i couldnt figure out how to connect them.
what do i do with this reel? do i tuck it in with the bottom plastic steering wheel column?

am i supposed to take these 2 harnesses off attached to the reel? (2 red circles)





am i supposed to take these 2 plastic pins off? (2 red circles)
bottom black harness with the green and yellow clips is for the horn. (circled in red at bottom right) where do i connect this?
