I just reread you demands... well since you have 13 instead of the original 14 your tire size now would be 175-70-13. As for tires I would look at the Kumho ASX, they will fit your budget and your needs.
Sadly the ASX doesn't come in 13". Pickings are mighty slim in 13", probably have to go with something like the yoko avid t4. I am not really sure, I would wait until someone with more experience answers you.
Yes, the tire choices in 13" sizes are really mediocre. You're stuck buying crappy tires or bigger wheels. Even if you could step up to 14", that would help (the Bridgestone Potenza RE960AS Pole Position is available in 185/60-14 for your car).

what kind of racing will you be doing? assuming its through a sanctioning body and not midnight freeway racing, your car will be classed somehow and may have tire requirements/limits depending on that class.

It's also worth noting that some of your objectives are in direct conflict with each other. For example, all-season tires (for snow and winter) are not very good for racing, and high-performance tires that are good for racing are not good on snow and in winter. No one tire will do it all for you. You may be better off getting a second set of wheels (even cheap ones, like steelies), so that you can have one set with winter tires or all-season tires, the other set with summer tires or R compound track tires.
