One was sold in Japan, the other was sold in the US.
There are many differences between the two but judging by your title you are referring to the front ends. If you are doing the SiR conversion you will need the fenders, hood, bumper, bumper filler, radiator t-bar, headlights and corner light, pretty much everything. Somebody correct me if I'm wrong.
And if you need any additional info just search for 'sir conversion' and you should find a few good threads about this.

They are expensive as hell, barely ever show up in good condition anymore, and have very minor differences. Almost not worth it.
But Wisco did say it all right. And listed everything. Only thing he missed is the fenders are the same as 90-91 other then the side marker hole, which you can cut out yourself to save like 200-300$.
Honestly, if money is an issue, these front ends go from 300-400$ in bad shape, to 1500-1700$ in mint shape (already here too).
I say get the UDSM SiR style CF hood, give it the more aggressive look without spending mad cash.

This has been covered many times. Please use the search function for SIR front end, SIR conversion, JDM front end. Also make sure to select recent and archived threads specifically in the CRX/EF Forum.
