Default Clutch Problems

Once in a while my clutch will not engage. I push the pedal down but I can't move my shifter or put in any gears.

I just have to keep turning the car off and on and pushing the pedal in and out in order to finally get it to catch.

When it does work, there is no grinding or noise, does this still mean I have to get my clutch replaced?

At first it only happened when I first turned on the car once in a while, but now it's starting to do it out on the road which has become very dangerous.
