Default Timing belt

Just wondering if when fitting a timing belt , is there a pre tensioner (manual) when fitting the belt before the auto tension takes affect

NO JUST LEAVE THE LOOSE SIDE OF THE BELT TO THE TENSIONER SIDE BEFORE RELEASING THE TENSIONER AND YOU SHOULD BE FINE

No. You have either a manual tensioner (H23) or auto tensioner (H22), but not both.

How tight should the belt be when the tensioner is realesed mine isnt very tight ? is this wrong ?

It may be a bit loose on the 'long' side (crank up to the exhaust cam gear), but if you can turn it over by hand multiple times and the timing stays good, you should be fine.
