Default Carby and ECU?!?!

hi guys, been having some probs with my civic, its a 1989 1.5 gl, i just got it and idle was tuned way high (i'm gettin 2000 rpms on "park")and esp when it was'nt warmed up, the engine will die on idling or when ur not moving at a traffic light. well, i took it to the mechanics and he told me its running lean, the carbys are blocked and that the ecu was dead. he wanted 1000+ to rebuild the carbys and he said i would still have the dead ecu problem. he also said if i keep driving it, i'll blow out a piston or somethin.

i always thought that carbys were not ecu controlled but apparantly some of the 1.5gl's do have an ecu. what would it do? something about o2 sensor? and would it matter if it was dead or not?!?!

would a dirty blocked carb cost that much to rebuild?
