SOHC turbo. Hondata Wont rev over 3000 NO BOOST?

SOHC turbo. Hondata Wont rev over 3000 NO BOOST?
I built a Z6 bottom end with Y8 head Turbo. I installed a Hondata S200 and everytime I rev it doesnt pass 3000 rpm and it never boost. What can cause this?

it does run and drive normal though, right?
if you just crusiing along, and you push the clutch in or throw it in neutral itll rev higher?

i had the same problem like 3 days ago, my vss wasnt working so my car though i was stopped, so every time i hit 4k rpm's i would bounce off 2 step... 
edit: i fixed the vss and everything is fine now. does ur spedo work?
