high idle need help

high idle need help
have a 88 crx si, dohc zc turbo, when i first start car up it idles at like 1500, then once warmed up idle surges from 900rpm to 1500, and goes back and forth..cleaned out iacv, cleaned tb. changed tb gasket, and still does it..somebody please help
