95 civic DX HORN PROBLEM!!!

For some reason whenever you hit the horn on the steering wheel, all u hear is some sort of clicking under the dash. What could be the problem?

I checked the fuse under the hood and it was fine.

the clicking is the horn relay, its on the upper right side of the main fuse block

if its just clicking check if the actual horn is working then come back and tell us whats going on
