After removing the tar from my floor, how do i remove that gluey gunk underneath it?

I didnt remove the tar with dry ice, just chipped it. Now i cant even chip away the gluey **** underneath it! Thanks guys, newbie question i know!

use some goo off or goo gone, it worked for me.
