Default Intake Butterflies on stock 01 GSR manifold

I just noticed yesterday that there is not a vacume line connected to the actuator that controls the intake butterflies on my stock manifold. Can someone please explain to me how these valves work on the Acura motor so I can determine if I want to hook them back up? If it makes any difference, my car is boosted. thanks

The IAB's essentially alter the size and length of the intake runners, thus optimising them for both low and high RPM performance.
