on the rear i can go wayyyy lower but on the front i wanna go lower can i switch the sleeve/collar around so i can lower the front more?

You can, but doesn't make sense. If you flip the sleeve it's still the same size as before. You need shorter springs if you want to lower your front more than it already is. ...( this all implies if you were talking about an adjustable ride height setup. )
