b16 cel code 21

b16 cel code 21
I just finished my b16 swap into my 95 eg and i wired vtec up right, solenoid, pressure switch, and knock sensor but i keep getting cel code 21 which is vtec solenoid. I double checked the wiring and checked the screen in the solenoid. I checked the oil too. I dont know what else to do.
