does anyone know if the blue e-manage can be programed to a 91 integra gs...

I have a bolt on turbo kit for a civic ex..mmm don't know much about civics but it was on a 97 civic ex cupe and i think all ex for that year came in v-tec sohc..not sure..but my question is .....can the e-manage be programed to my integra....any if "YES" then were can I take it to get it done..also if it cant then what can I buy thats cheap to run turbo on my b18b...thanks..
