My friends aftermarket radio doesnt turn on or anything. The clock or the cigarette lighter doesnt work either. I checked all the fuses and they are good. The only thing is that the back-up radio fuse (7.5A) is missing under the hood. I'm at a loss of what to do.

Check the fuses under the hood as well. Then you need to pull out the radio itself and check the radio built into the head unit. If those are good I would check your wiring. Something is amiss. Did it do this as soon as you installed or did it just start doing it all of the sudden after a period of operation.
