you can remove the bumper by removing four acorn shaped nuts. disconnect the license plate plate wiring harness. there's two acorn nuts inside the hatch area and two underneath the car. drop the bumper and use a #3 phillips impact screwdriver to remove the screws exposing #23 in the pic. I bet it's bent.

its probably not, just rusted, im getting a new one soon, this is just a temporary fix for the timing being or an autocross or 2. thanks for the info. how far up are the 2 underneath the bumper?
