Default rad fans not working

I have a 92 accord. recently, i have a problem with the rad fans. they do not turn on or spin. i replaced the fan switch and used the paper click method to test both fans and they did run. by the way, the rad and themo have been replaced. i still didn't find the problems, could it be the water pump? any suggestions? please help!

how warm is the engine getting?
The fans won't run all the time, and in your part of the country[at this time of year] it might take a good long idle to get the engine warm enough to turn on the fans. Usually temp guage just under the 1/2 way point.
But on the other hand don't let the guage go over 3/4.
Are you sure all the air is burped out of the block thru the 12mm bleed screw at the T-stat housing?

He said the fans run when he jumpers the fan switch. That means the fuses, relays, wiring, & motors are OK.

I vote for the engine just isn't getting hot enough.

as long as your car isn't overheating and your ac is cold i wouldn't really worry about it.. my cooling fan doesnt run and if it sits for too long it'll start to overheat until i go around 45mph.. my fan motor broke
