Test pipe will yield ever so slighty better results than a high flow cat. Downsides are the odor and being not so environmental friendly.
My couz ran a DC Sports JDM 4-1 to a smsp high flow cat to a Skunk2 exhaust. Decent setup imo.

I picked up almost 4 mph w/my ITR header (open though) in the 1/4 mile.
Something to keep in mind thoughthe DC Sports 4-1 header, in every test I've seen, make more power everywhere than the JDM ITR. Only a couple ponies more, but more is more.
Either way, your gonna get more hp, it just depends on how much $$$ you want to spend
