Mugen 2layer head gasket or remove middle layer from oem gasket
The mugen gasket is 140$ my buddy is telling me to just drill out the dowels on the oem gasket from honda, what is the best solution? Im trying to keep my compression up while switching from a gsr to b16 head.

Yeah, don't drill the OEM gasket. They made it that way for a reason. I would stick with the Mugen headgasket to achieve what you want. $140 is not that bad.
