Default Really Need Some Help!

'99 Accord Coupe V6 (UK Car but should be the same as US models I think)

My Instrument lights on the dashboard still are not working. I have checked ALL fuses and swapped the one I think is for these lights (no. 9 on the drivers side fuse panel) and it's still the same. I've taken the instrument panel out and checked the bulbs which all appear to be fine also (I even tried bending the bulb contacts out a bit). I'm getting stuck for ideas now!

The manual says that the instrument panel is the same fuse as the 'Backup Lights' and I'm unsure about what exactly these are. My question is should the car have 2 rear side lights per side (eg. one in the right fender and one on the right side of the tailgate and the same on the left)? Currently I only have tail lights on in each of the fenders, should I also have some in the tailgate?

If someone could answer this or give me any other ideas as to the problem I'd greatly appreciate it!

I realise now that the 'backup lights' are what we would call reversing lights ops: .
Checked these and they work fine so I guess that rules out any fuse related problems, must be the bulbs or the instrument cluster unit itself. If anyone has any other ideas please let me know.
