Default P28 ECU Question

I just swapped my OBD0 car to OBD1 using the P28 ECU. My question is is with my P28 do I necessarily NEED a VSS in order for my speedo to work? I understand that my cable speedo should work reguardless of whether I need it for my ECU or not. Also, is my rev limiter going to top out at 6800 when using my cable tranny or is that one of the advantages of having a VSS so I can rev it out to 7400?

One more thing, I have a D15B VTEC engine. When I drive, I can't push the gas pedal down past about 1/2 way without the engine bogging really bad. If I push the gas in about 1/4 of the way it revs just fine, no stutter or anything but any more than that and it bogs like crazy. I think it might be a TPS problem but there aren't any CEL codes or anything. I can't figure it out.

Rev limiter has nothing to do with running a cable or any type tranny...Rev limit is set on your ecu.

No doubt, but I heard that at a stand still or in neutral, the engine's rev limiter is limited to 6800 RPM. If my speedo isn't reading anything from the tranny (I'm missing the clip for my cable in my trannys speedo housing) the ECU would think that the car is sitting still because it's not recieving any increase in speed from the VSS. So my question is would this cause my ECU to limit my engine's RPM to 6800 while driving? Or is the whole 6800 RPM limiter bullshit?

I just checked Auto Zone's website for tips and it's telling me that my timing mark is the one in the middle of the three. I think I screwed it up when I was setting the timing. I think what I did was time it by the white mark and not by the red mark. When I was timing it, I set the engine to TDC with the number 1 piston all the way up. But I don't know if I was at TDC on the compression stroke, or the exhaust stroke. I am going to reset this and see if it does anything. Also, I am going to replace my IACV and see if that does anything. Then I'm going to clean my FITV and see if that does anything. I will let you all know if this does anything. It's kind of irritating. But I also want to see why my RPM is limited to under 7000 RPM.

I've never noticed two different rev limiters on either P28 or P08 regardless of speed (Stock; can be modified to do this though) Now I do know that if there is no VSS to the ECU it will not allow you to kick into VTEC (will stay in the low cam setting) unless you've disabled the VSS Check on your Custom ROM.
