Default What is this part? pic included

I was adjusting my headlights and i had to pull it out and it was empty? I noticed it has a min and max line and there's nothing in it. Should I fill it up with something?

What do you mean by check your rad? For cracks or leaks? Do you see coolant leaking at the top of the radiator?

it gives it more working space, especially if you dont have a long phillips. Anyways, you dont want to be driving that car around on a empty overflow bottle....
